The DEFRA Flood Rescue Concept of Operations defines how organisations across the UK prepare for and respond to flood incidents. It also sets out a structured training framework that develops responders from basic awareness through to specialist rescue technician capability.

DEFRA training pathway
The training framework develops personnel through increasing levels of capability depending on the tasks they may be required to perform.
DEFRA Module 1 – Water & Flood Awareness
This entry-level course provides awareness of the hazards associated with working near water and flood environments. It introduces:
-Water hazards and hydrology
-Basic rescue principles
-Throwline awareness
-Understanding the Flood Rescue Concept of Operations
This training is suitable for personnel who work near water but are not expected to perform rescues.
DEFRA Module 1 Annex G – Water & Flood Non-Rescue Operations
This course develops the non-rescue operational capability required by organisations supporting flood response operations.
It is delivered alongside Module 1 and provides additional training in:
-Working safely in shallow water
-Self-rescue techniques
-Basic co-worker rescue support
-Water safety for flood response personnel
Annex G replaced the previous Annex H module in later updates to the DEFRA framework.
DEFRA Module 2 – Water & Flood First Responder
This course develops responders who may need to enter shallow or moving water (wading) to carry out rescues.
Training includes:
-Safe wading techniques
-Throwline rescue
-Use of sleds
-Shallow water rescue techniques
-Self-rescue in moving water
DEFRA Module 3 – Swiftwater Rescue Technician
This advanced course prepares specialist teams to conduct technical rescues in moving water environments.
Training includes:
-Swiftwater swimming and self-rescue
-Technical rope rescue systems
-Boat-supported rescue techniques
-Team-based rescue scenarios in dynamic water
This level is typically delivered to specialist water rescue teams and emergency responders.
